The pronouns neither and either are singular and require singular verbs even though they seem to be referring, in sense, to two things.

EXAMPLES:

​

Neither of the two smart phones is black

Neither movie interests me

​

Either of the two malls opens by 10:00 am

Either latte is fine with me.
